Finally, Congress Deals With Surplus Chimpanzees.
The "Help America Vote Act" is officially designated as House Resolution (or H.R.) 3295. While researching that bill, I found that there was another bill marked H.R. 3295 - the "Surplus Chimpanzee" act.

H.R. 3295 was designed, "To amend the Public Health Service Act to modify the program for the sanctuary system for surplus chimpanzees by terminating the authority for the removal of chimpanzees from the system for research purposes."

While in debate, it was amended, "(ii) by striking `except as provided' in the matter preceding clause (i) and all that follows through `behavioral studies' and inserting the following: `except that the chimpanzee may be used for noninvasive behavioral studies';

Thank God they finally got around to dealing with the debilitating surplus chimpanzee problem. Between this and the intense investigations into baseball's steroid problem and whether the NFL's Spygate was properly handled, it's good to see that Congress is keeping itself busy with the important stuff.
